Du Bois hoped that the Wilson administration would agree to appoint him a delegate to the peace conference as a representative of blacks not just in the United States but for the world in general. He wrote to President Wilson in November 1918 offering his services, but did not hear back from the administration until January, when the acting Secretary of State, Frank L. Polk, invited Du Bois to Washington to discuss the matter. By that time, however, Du Bois was already in Paris, having seized the opportunity to cross the Atlantic as a journalist.
In November 1919 a group of Parisians went so far as to form a League against the Jazz Band: This league is composed of Parisians exasperated by the excesses of Negro music, in which one black is worth two whites [. ] It is not a question of lynching Negro musicians, as in Chicago. On the contrary, they want to return to harmonious music which soothes the spirits. In general, the jazz band, with its tempestuous noise and extreme cacophony, is a kind of musical Bolshevism [. ]48 In 1919, conflicts over music and over politics at times overlapped, expressing similar clashes over power and culture.
